Texas HB 890

Postby CoryN » 06 Mon Jun, 2011 1:05 pm

anyone have a good feel for this new bill that has passed the house and senate?

Sounds like it could apply to us, gives a special classification and plates to street rods (prior to 1949) and customs (25 years old or more but not prior to 1949).

Separate plates, exempt from inspections, allows for customization beyond what was original equipment, only have to comply with year, or year most closely resembles equipment.

I haven't been able to find much information on it, but it sounds like it gives you the same as a Classic designation without the restrictions as to where/when you can drive?

Anyone have a better feel for it? Perry still needs to sign it before it becomes law.

The way I read the bill, it basically adds and defines the description of "Custom" and "Street Rod" to the list of vehicle title / plate types, in addition to the current "Classic".
A vehicle that met these new descriptions, would be exempt from annual inspections, after the passing of a safety inspection during initial registration.

Here are the descriptions from the HB text.
Seems our buggies, would all meet the "custom description".

(1) "Custom vehicle" means a vehicle:
(A) that is:
(i) at least 25 years old and of a model year after 1948; or
(ii) manufactured to resemble a vehicle that is at least 25 years old and of a model year after 1948; and
(B) that:
(i) has been altered from the manufacturer's original design; or
(ii) has a body constructed from materials not original to the vehicle.

(2) "Street rod" means a vehicle:
(A) that was manufactured:
(i) before 1949; or
(ii) after 1948 to resemble a vehicle manufactured before 1949; and
(B) that:
(i) has been altered from the manufacturer's original design; or
(ii) has a body constructed from materials not original to the vehicle.

I'll be curious to see how the insurance folks will handle a car licensed as "Custom" or "Streetrod". Those names sound like $$$$ when it come to rate time.

I have a 48 Ford Street Rod. I have it insured with Grundy Worldwide. They insure you based on the value of the vehicle. I have this car insured for $26,000 and it cost me $200/year. This is full coverage, NO Deductable and no limit on milage. I do not have my Dunebuggy finished yet, so do not know how they will insure it, but am sure they will base it on the insured value.
