New here, so I apologize if this isn't posted on the right spot....Would anyone be will/able to build an accessible street legal buggy?...I've got the ideas, just not the physical ability.

There are lots of buggy builders that have good reputations and good product reviews.
You might check on TheSamba.com to see if there is anyone in your local area that can work with your concepts.
