I finally found it. It was Buggy Blast XII in 2014 and it rained nearly all weekend.
Bryan Porter got bored and at the first site of sun he pulled his buggy out of the trailer and this happened.

A good friend of mine reminded me today that I was asked awhile back to find a video from a past Buggy Blast.
I finally found it. It was Buggy Blast XII in 2014 and it rained nearly all weekend.
