Are those at the top of the valves?also i just found out that its that whole side.i took off the rocker arms and i didnt see anything weird or wrong.I even switched the rocker arms around and get the same outcome. These are the stock 1600 rocker arms im using.

Push rods to short , valves broken or too long
Did you change the cam you might need a shim under the rocker stand if you did.
If you have swivel feet adjusters you might need a shim also.

yea i did change the cam to a weber 110.idk how the pushrods would be too short sonce cylinder 1 and 2 head adjust fine. And this is a stock vw head that way cut for 90.5 pistons. So wold i just put a shim under the part where the rocker bolts to the head?

Jordan, I think Bryan has pointed you in the rite direction (broken or stretched valve stem) most likely.
You could also try posting this question on the samba you will be reaching a much larger audience.

Before you start tearing into it I would take some measurements. Remove the rocker arms and measure the overall spring height on the ones that adjust correctly and the one that is not right. Compare those measurements.

Are they all the same?

No, the one that is out of whack is taller:
Then your stem may be stretched or you may have lost a valve seat. Either way the head needs to come off.

Yes they are the same height:
Then compare your pushrods. All the same length? If so then maybe you have a lifter hung up in a bore. Slide a pushrod into the lifter and turn the motor over while applying pressure to the pushrod. Does it go in and out? If not, then your lifter is hung up. You can try to rotate the crankshaft so that cylinder is at TDC and try to gently tap the lifter back down with an old pushrod and a hammer. Be careful! You may need to split the case to get at the lifter if you cannot free it.
