Buggy Titling Rules

I've heard that the Faron and Scott's group working on the titling rules have made recent progress.
Has there been anything made available in writing that gives the requirements?
Really appreciate the hard work done by these guys and their supporters.
Looking forward to getting things straightened out, but it sounds pretty certain we won't be seeing Crazy Alice back on the roads. Too bad, so sad... I'm thinking baja!!!!
