I picked up this buggy in November, it hadn't been run in 15 years. It sits really low in the back. What is the best (cheapest) way to raise the back end a little. Coil over shocks maybe?

Its free to adjust the splines in the torsion. Just a little time and frustration.

do a search in this site on "splines" it will bring up several threads on how to do this.
