Ive Been working on this house for 2&1/2 months trying to get it ready to sell replacing rotted wood, painting inside and out etc.
Finally got it up for sale and this happens. Then I find out the jerk that hit it has no insurance.

Im sure his lawer will tell you real quick that you put your house in a designated drunk driving lane there fore they are not liable nor negligent in anyway!
as a materof fact you will need to pay for any and all damages
that the drunk incurde while attemtepting to aviod copletely nocking the house down (including attorney fees and exspenses).

itchy the luck.

I'm still trying to figure out how come nobody in this state has any liability insurance when they hit me. After the fourth time I realized that they can not afford insurance and beer so they flip a two headed coin and beer always wins the toss.

Anyway I shouldn't speak as I don't know if alcohol was involved in this incident.

California was looking into including liability insruance into a fuel tax that way if they were buying fuel and driving they at least had state minimum liability insurance. They probably decided that might bankrupt the state.

As for your problem at hand I think that you can actually file a lien against the person for the damages attached to the person's drivers license and social security. In the event that they try to renew their license or register their car they will have to satisfy that lien prior to doing so. check with the state as there have been some changes concerning these type of claims.

The last incident I had like this (drunk ran a red light while I was making a left turn and plowed head on into the drivers wheel of my suburban) he grabbed his 40 oz. beer and took off running. Some volunteer fire fighters who witnessed the accident behind me, ran him down on foot but just as they caught him a car load of his buddies came driving by and grabbed him by his belt and pulled him into a car and drove off. When it was all said and done Houston police were unable to find out the owner of the vehicle (it was a recent trade-in at a local toyota dealer) and didn't really care since I had uninsured motorist insurance coverage and my insurance was paying the meds and fixing the truck.

Seriously this problem is out of control, I have three kids ages 18-21 and I pay about 600/mo for insurance and I manage some how. I can't wait till they are on their own as my wife and I will be able to build a new buggy every year and take buggy trip vacations across the US when they are out college and the house.
